NVOCC represents a unity or a person who officially registered and approved by Departments concerned in its local Government to operate ocean transportation without any vessel or pier or any other means of transportation facility.

According to the Rules & Regulations announced by the State Affairs Department (The Peoples’ Republic of China Ocean Transportation Clauses/Rules) defines that all common ocean carrier accepting carriage by appointment of shipper and issuing its own Bill of Lading or any form of Transportation Bills, for collecting transportation charges through any International Shipping Liners to complete international ocean carriage, such common ocean carrier taking the responsibility to operate the international ocean transportation business activities should submit the application and obtain the approval of such business qualification.

Ningbo Headwin Logistics Co. Ltd., was established in Jan., 2001 with its own (3) subsidiary companies, Ningbo Customs Brokerage Co. Ltd., Ningbo Headwin Warehousing Co. Ltd., and Ningbo Headwin Far East Int’l Co. Ltd., as well as (10) branch offices.   We are officially holding the following certificates:

Certificate of Permission for Sales & Agency for International Air Transportation (No.1 Classification of Goods) commonly called “Bronze Plate” is a certificate presented by China Aviation Transportation Association to certify the approval of qualification to operate the business of international air cargo sales/agency with International Air Liners within China.  It is also an essential qualification for any air lines within China to appoint any sales/agency to have First Class Bookings & involving Sales Agency activities.

In June, 2007, Ningbo Headwin Logistics Co. Ltd., obtained such Certificate and in Nov., 2007, our Shanghai Branch also acquired the same respectively.

International Cargo Transportation Agency Corporation Filling Form

All international cargo transportation agencies and their branches should officially registered with National Business Administration Department and also must be filed with the Business Affairs Department or its appointed units.

According to (The Peoples’ Republic of China Classification & Administration imposed by Customs to all Corporations) Customs Officials will define to all corporation into (4) categories, A,B,C,D based on the statistic information performed by the corporation in their ways of business administration, reporting files to Customs, abiding the rules & regulations set by Customs, etc..So that the Customs will have the right track of classification for proper administration to the corporation concerned.

Those qualified Class A Corporation should submit their application and obtain verification & approval of the same from Customs Officials.  Once approved, they can enjoy various customs administration convenience, such as, they can set up a special window/counter within customs operation field, priority in submitting “Goods Declaration” as well as inspection & release procedures, in complying with the corporation’s request “door to door” inspection, to those goods can be allowed warranty release with warranty letter from corporation, such warranty deposit can be exempted, for those import items with inspection requirement can be exempted, provide priority EDI internet customs declaration system, etc…

Capital Financing is the best identification for credibility standing of a Corporation.  In order to avoid any risk of loan, the financial institute will evaluate the credibility of every corporation through the standard evaluation to determine its credit standing and the decision of loan.  Therefore, this credit determination is very important to a corporation.

The issuance of this certificate by the Financial Institute is based on (Loans Ordinance), (The Peoples’ Republic of China Finance Institute Standard/Credibility Market/Bonds Standing between Banks standard classification), and the rules set by the Ningbo government (Statistic information for Loans to Corporation in Ningbo).

 Certificate of Business Logo Registration.

In accordance with the conditions & procedures set by Laws, the user of any business logo must submit such application to the National authorities for verifications & approval.  The approved logo will be kept in the file of Logo Registration and a “Certificate of Business Logo Registration” will be issued to the user.  It recorded the sample of such Logo, the assigned merchandise & the valid period, etc.  It is the legal documentation for the legal rights to its logo user.

Headwin has the logo legal rights on “warehousing rental, trucking rental, express delivery (letter & merchandises), goods storage, logistics, leasing on containers, traveling, transportation & transportation news”.
